PROJECT OVERVIEW

Target Green was appointed by Joyner Group, on behalf of Newport City Homes, to deliver PAS 2035-compliant retrofit services across 52 social housing properties in Newport, Wales. The project was funded through the Optimised Retrofit Programme (ORP) and focused on improving the energy performance, comfort and long-term resilience of homes across 22 different archetypes.

HOW WE GOT STARTED

Target Green was brought in to provide full PAS 2035 services including Retrofit Assessment, Coordination, and Design. We also supported planning processes where required. From the outset, the project required a highly tailored approach, as the properties varied significantly in type, condition, and construction. A key goal was to create a consistent level of performance across the estate while maintaining visual character and ensuring all works complied with PAS 2035:2019 and relevant Building Regulations (Approved Documents C, F, and L).

CHALLENGES & SOLUTIONS

Severe Wind-Driven Rain Exposure

The site is located in a ‘very severe’ wind-driven rain zone, which required careful consideration in the detailing and product selection. We specified robust mineral fibre EWI systems with enhanced sealants, breathable finishes, and extended roof overhangs to protect the building envelope.


Resident Engagement

As with all retrofit projects, resident engagement was critical. With multiple properties and varying access needs, we worked closely with housing officers and residents to provide clear communication, reassurance around health and safety, and minimise disruption throughout the works.


Fabric First Improvements


Cavity Wall Measures: Failed insulation was extracted and

replaced where required; wall tie replacement was carried out

as needed.


External Wall Insulation (EWI): Installed to cavity walls using

mineral fibre systems with U-values of 0.3 W/m²K. Render

finishes were selected to align with existing façades.


Roofing & Insulation: Roof tiles were replaced and

existing loft insulation was topped up to improve thermal

performance.


Windows and Doors: High-performance replacements

improved airtightness, thermal efficiency and safety.


Thermal Bridging: Junctions around canopies and external

elements were addressed with insulation measures.

FINAL OUTCOME

By adopting a fabric-first approach, the project laid the groundwork for sustainable, long-term energy

performance improvements while enhancing resident comfort and building durability.


Newport City Homes praised the project’s structured delivery, timely execution and measurable outcomes for tenants.


These works now form the foundation for further decarbonisation measures in future funding phases.
