PROJECT OVERVIEW

Located on the South Wales coast, Port Talbot is a town with a strong industrial legacy and a number of socio-economic challenges. Target Green was appointed by the Joyner Group to provide Retrofit Coordination for 58 homes managed by Tai Tarian Housing Association. The project was funded through the Optimised Retrofit Programme and focused on a single intervention: the installation of solar photovoltaics (PV). While the measure itself appeared simple, the works were delivered in full compliance with PAS 2035:2019, requiring detailed planning, coordination, and quality assurance

throughout.

HOW WE GOT STARTED

We entered this project through a returning client relationship, having previously delivered successful retrofit work together. This familiarity with our approach enabled a quicker mobilisation and alignment with key stakeholders. However, this was not a straightforward repeat. The updated PAS 2035 standard and associated funding deadlines presented new regulatory and delivery challenges, requiring a fast, structured response.

CHALLENGES & SOLUTIONS

A key challenge was the implementation of PAS 2035 under tight time constraints. Every property required assessment, design, installation, and verification ahead of a strict compliance deadline tied to funding eligibility. Beyond the technical scope, logistical complexity also played a role. Coordinating access across 58 properties, managing contractor capacity, and ensuring effective communication with tenants and housing officers were critical to project success. To mitigate risk, we adopted a phased delivery model. Early assessments were prioritised, allowing for a staggered installation schedule and real-time quality control. Clear, consistent communication with residents and local stakeholders helped manage expectations and minimise disruption. Our team maintained close oversight of each stage, ensuring compliance documentation aligned with PAS 2035

standards.

FINAL OUTCOME

All 58 properties were successfully retrofitted with solar PV systems, with full PAS 2035 compliance achieved.


The project was delivered on time and within the funding window, enabling the client to meet all compliance requirements and retain full programme funding. Feedback from Tai Tarian highlighted appreciation for our structured delivery and rigorous attention to compliance, particularly in a year where many projects missed PAS 2035 deadlines. This project is a strong example of how even single-measure interventions can deliver significant social, economic, and environmental benefits when coordinated properly. In a community facing long-term challenges, the outcome was tangible: lower bills, improved EPC ratings, and cleaner energy for local residents.
