Retrofit in Occupied Homes: Designing Around the People Who Live There

Retrofit is often talked about in terms of performance. EPC improvements. Heat demand reduction. Fabric upgrades. PAS 2035 compliance. Carbon savings. Better ventilation. Improved comfort.


All of that matters, of course. But when retrofit is delivered in occupied homes, there is another layer that can easily be underestimated.


People are still living there.


They need to get in and out of their homes. They may be working shifts, caring for children, managing health conditions, or dealing with mobility issues. They still need heating, hot water, privacy, security and safe access while work is taking place around them.


For housing providers, landlords, local authorities and contractors, this is where retrofit becomes more than a technical exercise. It becomes a live operational challenge.


And it is often the part of the process that determines whether a project feels well managed, or whether it causes avoidable disruption, complaints and delays.



Why occupied retrofit is different


Retrofitting an empty property is one thing. Retrofitting a building while residents continue to live there is another.


Occupied projects require careful planning around:

  • Resident access

  • Health and safety

  • Temporary works

  • Site sequencing

  • Noise, dust and disruption

  • Vulnerable residents

  • Emergency access

  • Weather protection

  • Communication

  • Resident confidence

  • Quality control and sign-off


This is especially true on larger residential schemes, where multiple homes are being upgraded at the same time and where external works can affect shared access routes, entrances, walkways, stairs, windows, roofs and services.


A retrofit design may work perfectly on paper, but if it cannot be delivered safely and practically around residents, it is not fully resolved.



The Newland Way example


At Newland Way in Monmouth, Target Green provided Retrofit Design and Coordination for a PAS 2035 Pathway C scheme across two occupied residential blocks containing 14 flats.

The project involved a complex package of works, including external wall insulation, cavity remediation, roof upgrades, loft insulation improvements, ventilation upgrades, solar PV, drainage coordination, wall tie replacement, concrete repairs and the replacement of elevated access walkways with a new AliDeck system.


The existing elevated walkways were a key part of how residents accessed their homes, so replacing them had to be considered carefully alongside the external wall insulation strategy, structural interfaces, weather protection and safe resident movement.


This is where retrofit coordination becomes essential. The design had to consider not only thermal performance and long-term durability, but also how the works would be sequenced, how access would be maintained, and how the building would continue to function during construction.

Start with the realities of the building


One of the smartest ways to approach occupied retrofit is to start with the building as it is actually used.


That means understanding more than wall types, roof build-ups and insulation zones. It also means understanding entrances, shared areas, access routes, service locations, escape routes, parking, deliveries, resident routines and the practical constraints of the site.


At Newland Way, the presence of elevated walkways added an important layer of complexity. They were not just architectural features. They were part of the daily use of the building.


When retrofit works affect these kinds of elements, the design team has to think carefully about sequencing and temporary arrangements from the beginning. Leaving those decisions until site stage can create unnecessary risk, cost and disruption.

Design sequencing into the project early


Good occupied retrofit depends on sequencing.


The order of works can affect resident access, weather exposure, programme duration, safety and quality. For example, roof works may need to be coordinated with external wall insulation. Walkway replacement may need to be planned around entrances and escape routes. Ventilation works may need to align with fabric improvements so that airtightness and moisture control are dealt with properly.


On occupied projects, sequencing should not be treated as a contractor-only issue. It should be considered during design.


This helps avoid situations where one measure blocks another, where temporary works are rushed, or where residents experience more disruption than necessary.


At Newland Way, the coordination between fabric upgrades, roof improvements, structural works, walkway replacement and ventilation strategy was central to the delivery of the scheme.



Keep access and safety central


Resident access is one of the most important considerations in occupied retrofit.

Where work affects entrances, walkways, stairs, windows, balconies or shared routes, the design needs to consider how residents will safely move around the building during the works.


This can involve temporary access routes, phased working areas, clear communication, protection measures, and close coordination between the design team, contractor and client.


It is also important to think about emergency access, deliveries, visitors, carers and residents with reduced mobility.


A technically strong retrofit design still needs to work for the people using the building every day.



Communicate the disruption honestly


Residents do not need overpromising. They need clear, honest information.


Retrofit can be disruptive. There may be scaffolding, noise, temporary changes to access, work around windows and doors, service alterations, ventilation upgrades or periods where parts of the building feel more like a construction site than a home.


The aim should not be to pretend disruption will not happen. The aim should be to explain what is happening, why it matters, how long it is likely to take and who residents can speak to if something changes.


Good communication can reduce frustration, improve access for surveys and works, and help residents understand the long-term benefits of the project.


This is particularly important when works are complex or phased over several weeks or months.



Consider vulnerable residents from the start


Occupied retrofit must also account for residents who may need additional support.

This could include older residents, people with disabilities, families with young children, people working from home, residents with respiratory conditions, or those who may find disruption especially difficult.


Understanding these needs early allows the project team to plan access, communication and sequencing more carefully.


Resident engagement should not be a box-ticking exercise. It should feed into how the project is planned and delivered.



Avoid treating technical measures in isolation


One of the biggest risks in retrofit is treating each measure separately. External wall insulation, roof works, ventilation, PV, windows, drainage, structural repairs and access improvements all interact.


On occupied projects, those interactions become even more important because every design decision can affect the resident experience.


At Newland Way, the replacement walkway system had to be coordinated with the EWI strategy, structural considerations and weathering details. Roof upgrades had to work with insulation, ventilation and PV. Fabric improvements had to be supported by a suitable ventilation strategy.


This is why whole-building thinking matters. Retrofit is not a list of products. It is a coordinated design process.



Buildability matters as much as performance


A retrofit strategy must be technically sound, but it must also be buildable. That means details need to be practical, interfaces need to be resolved, and the contractor needs clear information to deliver the works consistently on site.


In occupied buildings, unclear details can quickly lead to delays, repeated queries, resident disruption and quality risks.


Good design coordination helps reduce uncertainty before work begins. It gives the delivery team a clearer route through the project and helps avoid reactive decision-making on site.



The best retrofit projects are designed around people and buildings


Occupied retrofit is one of the most important challenges facing the housing sector.


Many of the homes that need upgrading are not empty. They are lived in, relied on and part of people’s daily routines.


That means successful retrofit needs to balance technical performance with practical delivery. It needs to consider the building fabric, but also access, safety, disruption, communication and the residents living through the works.


The Newland Way project is a strong example of this in practice. It brought together complex fabric, structural, access and ventilation improvements across occupied residential blocks, requiring careful coordination from design through to delivery.

It shows that good retrofit is not just about what gets installed.


It is about how everything is brought together.
