Why the Proposed TrustMark Changes Should Be Welcomed by the Retrofit Sector

The proposed changes to the TrustMark scheme have prompted discussion across the retrofit and home improvement sector. That is understandable. Any change to quality frameworks, fees, evidence requirements or oversight will raise questions for the businesses involved.


At Target Green, our view is clear: the proposed changes should be welcomed.


As retrofit becomes a larger part of national housing strategy, the sector needs stronger accountability, clearer evidence and better consumer protection. If retrofit is going to scale successfully, it cannot rely on loose processes, unclear responsibilities or inconsistent records.


Stronger quality systems should not be seen as a barrier to good retrofit. They should be seen as part of what makes good retrofit possible.



A positive step for competent businesses


TrustMark’s consultation includes proposals around clearer relationships with Registered Businesses and individuals, improved consumer support, stronger financial protection, wider use of the TrustMark Data Warehouse and changes to registration and lodgement fees.


For some, these proposals may feel like additional administration. But for businesses already working to a high standard, stronger oversight should not be a concern. Clear evidence, defined responsibilities, proper communication and robust quality processes are already part of responsible retrofit delivery.


As Sam Boltt, Technical Director at Target Green, puts it:

“From our perspective, the proposed changes are a positive step for the sector. Stronger accountability, clearer evidence requirements and better consumer protection should support competent businesses that are already working to a high standard. If higher levels of scrutiny are seen as a problem, that may raise questions about whether current processes are robust enough.”

That is an important point. Good retrofit businesses should be able to demonstrate what they have done, why they have done it and how the work has been checked.



Why this matters for retrofit quality


Retrofit affects people’s homes, comfort, health, energy use and long-term living conditions. When work is poorly planned or poorly delivered, the consequences can be serious. Damp, mould, poor ventilation, cold bridging, overheating and resident complaints can all follow when the wrong decisions are made.

That is why quality frameworks matter.


Retrofit is not a simple installation process. It involves a chain of decisions, from assessment and design through to installation, checking, evidence and handover. If one part of that chain is weak, the whole project can suffer.


If the assessment is incomplete, the design may be based on poor information. If the design is unclear, installers may be left making decisions on site. If ventilation is missed, fabric improvements can create moisture risks. If evidence is poor, clients may struggle to prove that the project was delivered correctly.


The proposed TrustMark changes point towards a more accountable and evidence-led approach, which should help protect residents, clients and responsible businesses.



Evidence is becoming central to delivery


One of the key themes in the consultation is the wider use of the TrustMark Data Warehouse. This reflects a wider shift in retrofit, where evidence is becoming just as important as installation.


For funded retrofit programmes, it is not enough to say that work has been completed. Clients need to demonstrate what was done, why it was done, who completed it, how it was checked and what evidence supports the final outcome.


Good evidence can include survey records, design information, photographs, product details, installation records, certificates, handover packs, resident communication and compliance documentation.


Weak evidence creates risk. It can make complaints harder to resolve, compliance harder to prove and lessons harder to learn.


For housing providers managing larger programmes, evidence should be treated as part of the delivery strategy from the beginning, not something gathered at the end.



Quality starts before work reaches site


Many retrofit problems begin long before installation.


They begin when surveys are rushed, risks are assumed away, measures are chosen before the building is properly understood, or design coordination is left too late.


By the time a project reaches site, many of the decisions that affect quality have already been made. This is why stronger accountability and clearer evidence should be welcomed. They encourage better decisions earlier in the process.


Housing providers should use this moment to review how their own projects are prepared. Are archetypes properly understood? Are technical surveys completed early enough? Are design details resolved before installation begins? Is ventilation considered alongside fabric improvements? Is evidence being captured consistently?


These questions will become increasingly important as retrofit programmes scale.



Raising standards should be the aim


The retrofit sector needs more capacity, but it also needs better consistency. More funding, more projects and more installers will not deliver the right outcomes if quality is not protected.


Stronger standards help separate competent, responsible businesses from those that are not prepared to evidence their work properly. They also help build public confidence in retrofit at a time when the sector needs to grow.


For housing providers, councils and contractors, the message is simple: quality, evidence and accountability are not optional extras. They are central to successful retrofit.
