Housing Providers: What you should be doing to prepare for Autumn & Winter

As summer comes to a close, housing providers, councils and landlords are moving into one of the most important times of year for building performance.


Autumn and winter tend to reveal the issues that may have gone unnoticed during the warmer months. Damp and mould complaints increase, heating systems are used more heavily, ventilation problems become more visible, roof defects are exposed by wet weather, and homes with poor fabric performance begin to show their weaknesses.


For organisations managing housing stock at scale, this is a useful moment to review which homes are most at risk before colder weather sets in properly. The aim is not just to react to problems once residents report them, but to use autumn as a planning window for smarter, more targeted retrofit decisions.



Damp and mould history should be reviewed early


Cold weather often brings damp and mould issues back into focus. Some properties may have a known history of complaints, while others may only show problems once heating, ventilation and moisture patterns change in winter.


Housing providers should be reviewing damp and mould records now, particularly where the same properties or archetypes appear repeatedly. A recurring issue may point to more than lifestyle or maintenance. It could indicate poor ventilation, thermal bridging, failed insulation, cold surfaces, defective rainwater goods, leaks, inadequate heating, or a wider fabric issue.


Before winter, it is worth asking:

  • Which homes had damp and mould complaints last year?

  • Are there repeat issues in specific property types or locations?

  • Have previous repairs solved the cause, or only treated the surface?

  • Are ventilation systems working as intended?

  • Are there known roof, guttering, cavity or insulation concerns?

This information can help identify where further investigation or retrofit assessment is needed.



Ventilation becomes more important in colder months


As temperatures drop, residents are less likely to open windows for long periods, and homes become more reliant on designed ventilation. At the same time, everyday moisture from cooking, bathing, drying clothes and occupancy remains the same.


If ventilation is poor, blocked, underused or missing, moisture can build up quickly. This is especially important in homes that have already had fabric improvements, new windows, insulation or airtightness upgrades.


Autumn is a good time to review extractor fans, trickle vents, background ventilation, door undercuts and any mechanical ventilation systems already in place. It is also an opportunity to identify homes where ventilation needs to be upgraded as part of future retrofit works.


Insulation and airtightness improvements can be extremely beneficial, but they need to be supported by a ventilation strategy that reflects how the home is actually used.



Roofs, gutters and drainage should not be overlooked


Before winter weather becomes more severe, external building condition should be reviewed. Roof defects, blocked gutters, poor drainage and damaged rainwater goods can all contribute to damp, moisture ingress and fabric deterioration.


These issues are not always thought of as retrofit problems, but they can have a direct impact on building performance. Installing insulation or external wall systems without addressing water management can create risk and reduce the long-term success of the works.


For housing providers planning retrofit schemes, autumn inspections can help identify defects that need to be resolved before wider upgrades are carried out. This is particularly important where external wall insulation, roof insulation, new windows, solar PV or ventilation works are being considered.



Heating performance should be understood before measures are chosen


Winter is when heating demand becomes most visible. Homes that are expensive to heat, slow to warm up or difficult to keep comfortable can highlight where fabric performance is poor.


However, heating issues should not be looked at in isolation. If a home has high heat loss, poor insulation, uncontrolled ventilation or cold bridging, changing the heating system alone may not solve the underlying problem.


Before specifying new heating systems, heat pumps, insulation upgrades or renewable technologies, housing providers should understand how the home performs as a whole. That includes fabric condition, air leakage, ventilation, resident use, heat demand and any moisture risks.


This whole-house view is central to good retrofit planning.



Use autumn to prepare for future funding and delivery


Autumn and winter can provide valuable evidence for future retrofit programmes. The homes that struggle most during colder months are often the ones that need more detailed assessment, better data and a clearer improvement plan.


This is where stock reviews, archetype mapping and technical surveys become useful. Housing providers can use seasonal evidence to identify priority homes, understand recurring risks and prepare stronger retrofit programmes before funding windows open or delivery deadlines begin to tighten.


A practical autumn review might include:

  • Reviewing damp, mould and repair data

  • Mapping properties by archetype and risk

  • Checking ventilation performance

  • Reviewing roof, guttering and drainage condition

  • Identifying homes with high heat demand or poor comfort

  • Planning retrofit assessments and technical surveys

  • Reviewing resident complaints and vulnerability data

  • Checking evidence requirements for future funded schemes


This does not mean every property needs immediate intervention. It means building a clearer picture of where risk exists and what technical information is needed before decisions are made.


Why early planning matters


One of the biggest risks in retrofit is waiting until problems become urgent. When damp, mould, heating failure or resident complaints escalate during winter, decisions can become reactive. That can lead to short-term fixes rather than properly coordinated solutions.


Early planning gives housing providers more control. It allows time for proper surveys, design review, PAS 2035 coordination, resident engagement, procurement and sequencing.


It also helps avoid treating symptoms rather than causes. A mould wash may remove visible growth, but it will not resolve cold surfaces, poor ventilation or moisture ingress. A new heating system may improve comfort, but it may not address heat loss through the fabric. Solar PV may reduce electricity costs, but it will not fix an underperforming building envelope.


Good retrofit depends on understanding how these issues interact.
